Le Squez takes shape

The final phase of the Le Squez Regeneration Master Plan is underway and is set to reach completion by June 2014.

The regeneration scheme is part of a long term project that has already seen a number of milestones achieved including the construction 60 new homes being developed in Phase 2a and Phase 2b. An additional 24 homes in Phase 2c are currently under construction and works are running on time.

Premier Construction Channel Islands caught up with Carl Scott, from main contractor AC Mauger, who is acting as the site’s Manager to find out more about the project. Works began on this phase in January 2012 and the team are currently building 21 flats and three houses on the site on behalf of the States of Jersey.

The Regeneration scheme has been commissioned by the States of Jersey to create high-quality and sustainable new affordable homes, which will replace the 105 properties that currently fail to meet the decent homes standard. The Housing Minister has committed to achieve these standards for all States homes within ten years.

This part of the project involved the construction three apartment blocks and one new five-bedroom group home to be operated by the Health and Social Services Department. This new facility will allow adults with special needs to live independently in a supported home environment which maximises their independence.

Le Squez 2C comprises of 10 one bedroom flats, nine two bedroom flats, two three bedroom flats and three three bedroom no. 3 bed houses. The previous phase comprised the construction of 36 flats and 24 houses on the site. There is now a communal courtyard in the centre of the project which contains planted areas and seating.

With reference to Le Squez, Health and Social Services Minister, Deputy Anne Pryke has commented:

“We are really pleased that the Housing Department are including this new group home in their development. Group homes are essential for ensuring people living with disabilities are able to live independently within the community whilst being able to access the services and support they need without feeling isolated.”

Carl Scott, from AC Mauger, said that works are progressing well:

So far the structures for all the residences have been erected and we are now in the process of snagging the first block of flats, before handing over to the architects and the client. Block one is the most advanced and works on the other buildings are coming along.

The buildings use a single block with insulated render system, whilst the internal finishes comprise block walls and a plaster finish. Our brief from the client was to create fit for purpose social housing, as well as build several units that have been specially designed for disabled people and those with for special needs. Our main priority is to finish the scheme on time and on budget without any problems.”

Carl added that the team have encountered some difficulties during the development due to bad weather. The single block insulated render system is a waterproof system; however insulated render cannot be laid in wet weather so the team had to wait for the block work to dry, which can take 24 hours at a time. This waiting process pushed the teams schedule back but they have now managed to meet the projects time frame again and are looking set to meet completion in June 2014.

Housing Minister Deputy Andrew Green MBE has said:

“The regeneration programme at Le Squez is a very exciting project. It is about more than just delivering new homes, it is also important to note that we are making some significant social and environmental improvements that will make the estate a much nicer place to live.”

The completion of the regeneration project will be one of the most significant development projects undertaken by Housing and one which will provide better homes and create a stronger community environment.

The project architects were Dyson & Buesnel; the owners formed the practice in May 2002 and since then their portfolio has steadily grown meaning they now boast an extensive client and project list from both the private and public sectors. They undertake projects primarily based in Jersey, although the practice has undertaken works in the UK, Ireland, Guernsey and Montenegro.
